City Comparison · California and Texas

California is expensive and Texas is affordable, at least at first glance. But the differences go well beyond price: how property tax is calculated, whether there is a state income tax, and whether the law leans toward tenants or owners all affect your long-term costs and lifestyle.

Key Takeaways

  • For the same budget, Texas suburbs often offer far larger homes with pools and three-car garages. California's premium buys climate, coastline, and lifestyle.
  • California property tax is based on purchase price, and Proposition 13 limits assessed value increases to 2% a year. Texas taxes reassessed value each year, with combined rates often around 2% to 3%, and offers a homestead exemption for primary residences.
  • California has a state income tax with a top marginal rate of 13.3%; Texas has none. The gap is large for high earners with active income.
  • California offers more tenant protections, including a statewide rent cap and local rent control in some cities. Texas law preempts local rent control and leans toward owners.

1Home Prices and Space

Our guest moved from California to Texas after college mainly because California homes were out of reach. Texas prices are friendlier to young people and new families. In Houston's suburbs, the same budget can buy a much larger home with a pool, media room, and three-car garage, while in Irvine it might buy only a small condo.

Still, both guests said that if they could afford it, they would like to retire in California for its coastline, clean air, mild weather, and outdoor lifestyle.

2Climate and Building Standards

Texas summers run hot from about April through September or October, and outdoor life centers on pools and community amenities. Winters are generally mild, but recent years have brought extreme cold snaps. Many older Texas homes were built for historical conditions, with some exposed PVC lines that can burst during prolonged freezes, so owners wrap pipes before cold fronts.

Southern California's climate is stable and rarely requires freeze protection, though wildfire risk and insurance deserve attention.

3Property Tax: Two Very Different Systems

California property tax uses your purchase price (at change of ownership) as the base. The base rate is 1% plus local bonds and special assessments, and Proposition 13 limits assessed value increases to 2% per year, making holding costs fairly predictable.

Texas taxes the value reassessed each year, so the bill rises with home prices. Combined rates are often around 2% to 3%, higher in some newer communities. A homestead exemption reduces taxable value for a primary residence. Check with the local county appraisal district.

California taxes what you paid. Texas taxes what your home is worth this year.

4State Income Tax: A Big Gap for Active Earners

California has a state income tax with a top marginal rate of 13.3%, and the higher brackets start at incomes many professionals reach. Texas has no state income tax. For high earners whose income comes mainly from wages or commissions, moving to Texas can meaningfully lower taxes, which is one reason some companies have moved headquarters there.

Texas property taxes are higher, though. For households with moderate income and valuable homes, income tax savings may not cover the difference. Ask a CPA to model your situation.

5Rental Rules and Business Climate

California offers more tenant protections. State law (AB 1482) caps annual rent increases for covered rentals, and cities such as San Francisco and Los Angeles have stricter local rent control, though many newer homes are exempt. Texas law prohibits local rent control, so landlord-tenant rules lean more toward owners.

For businesses, California labor rules are stricter, for example daily overtime after 8 hours. Texas calculates overtime on a 40-hour week, giving employers more flexibility. Opening a restaurant or small business is generally easier in Texas.

FAQ

Q:Is moving to Texas always cheaper?

Not necessarily. No state income tax helps, but property taxes are higher and reassessed yearly. Model your income type, home price, and expenses with a CPA.

Q:Are all California rentals rent-capped?

No. AB 1482 has several exemptions, such as many homes built within the last 15 years and certain single-family homes, and local rules vary. Consult an attorney or property manager and follow fair housing laws.

Q:How do Texas freezes affect homes?

Exposed pipes and fire sprinklers can freeze and burst. Ask your inspector about pipe materials and insulation, and winterize before cold weather.
