The original video’s planning perspective is retained. Distinguish the tax bill from assessed value, replacement-home transfers from family-transfer exclusions, and age/disability claims from disaster claims. Neither the 2% figure nor a low existing assessment guarantees a future tax bill.

In California, you may find homes worth millions paying only a few thousand to ten-plus thousand dollars a year in property tax. The reasons are Prop 13 and the newer rules under Prop 19.

Key Takeaways

  • The annual inflation adjustment to factored base year value is generally capped at 2%; that is not a cap on the entire tax bill. Ownership changes, new construction and recovery from temporary reductions require separate review.
  • Eligible owners age 55 or older, severely and permanently disabled owners, or qualifying disaster victims may transfer a principal-residence tax base subject to other requirements.
  • The three-transfer limit applies to qualifying age/disability claims; disaster eligibility requires separate review. A more expensive replacement may increase the taxable value under the statutory comparison rules.
  • Family-home exclusions and replacement-home transfers are different. Check both generations’ principal-residence qualifications, required claims and the applicable value limit.
  • These rules are complex; consult a CPA or attorney.

1Why Older Homes Pay So Little

California generally establishes a base year value on acquisition or reassessment and applies statutory annual adjustments. Purchase price is not automatically the assessment, and ownership changes or new construction may trigger reassessment.

The video’s $1 million base and $1.02 million following-year example assumes a 2% adjustment without other assessment events. It is not a tax-bill forecast. A temporary Prop 8 reduction may recover by more than 2% of the prior assessment, subject to the applicable factored base year value.

2The Upside of Prop 19: More Flexible Moves

Under the old rules, homeowners 55+ or severely disabled had one chance to carry their low tax base to a new home, which had to be of equal or lesser value and was limited to certain counties.

Prop 19, effective in 2021, made key updates:

  • Buy a more expensive home: the video’s $2 million/$3 million illustration is simplified. Actual calculations use assessed fair market values, transaction timing and the statutory adjusted comparison value, not simply the price difference.
  • Up to three transfers: this describes qualifying age/disability claims, not a universal limit for every disaster claim.
  • Statewide: applies anywhere in California.
  • Disaster victims included: qualifying disaster victims must meet the relevant damage, principal-residence, sale, replacement and timing requirements.
For eligible homeowners age 55 or older, Prop 19 is a planning option. A replacement principal residence generally must be purchased or newly constructed within two years before or after the original home’s sale, with a claim filed with the county assessor.

3The Cost of Prop 19: Limits on Family Transfers

The rules for family transfers on or after February 16, 2021 differ from the former exclusions. Neither system should be described as an unconditional exclusion for every property:

  • Only a family home that becomes the child's primary residence may keep the prior base; homes used as rentals are generally reassessed.
  • After meeting residence and filing requirements, compare market value at transfer with the prior factored base year value plus the applicable exclusion amount. For transfers February 16, 2025–February 15, 2027, the adjusted amount is $1,044,586. Excess value may increase the taxable assessment; this is not a capital-gains exclusion.

In areas with large appreciation — Beverly Hills, Malibu, Newport Beach — many long-held homes far exceed that limit, so the impact can be significant.

4Planning Ahead

Prop 19 has pros and cons, and each family should plan for timing, vesting, and estate arrangements. I am a real estate agent sharing property knowledge; for tax and legal questions, please consult a qualified CPA or attorney.

FAQ

Q:How much can California property tax rise each year?

The 2% figure generally limits the base-year-value inflation adjustment, not the entire bill. Ownership changes, new construction, recovery from temporary reductions and other charges can affect the outcome.

Q:Can homeowners 55+ keep their property tax base when moving?

Eligible owners age 55 or older may claim up to three principal-residence transfers within California, subject to timing, residence, filing and value requirements. A costlier replacement may increase taxable value.

Q:Will property tax change when parents leave a home to their children?

It may. Check both generations’ principal-residence status, the child’s homeowner or disabled-veteran exemption claim within one year, the exclusion claim and transfer-date values. Failure to qualify or excess value may cause full or partial reassessment.
