Q:Mello-Roos

US Real Estate 101 · Carrying Costs

Asking "what percentage is property tax in Irvine?" is not quite the right question, because Irvine property tax has two parts, and one of them is not a percentage.

Key Takeaways

  • Irvine property tax = base tax (a percentage of assessed value) + special assessments (largely fixed amounts).
  • The base tax is a little over 1% of assessed value; California's average is about 1%.
  • Special assessments include Mello-Roos, municipal bonds, and sewer fees, and generally do not rise with home prices.
  • The higher the home value, the smaller the fixed portion as a share, so the effective rate falls.
  • Orange County property tax details are publicly searchable on the county tax collector's website.

1Why Both Answers Can Be Right

A client once asked: friends say Irvine property taxes are high — 1.8%, 1.9%, even 2% — but sites like Zillow show only 1.3%–1.4%. Which is it?

Both can be right, because Irvine property tax is not a single percentage; it has two components.

2The Two Components

  • Base tax: a percentage of assessed value, typically a little over 1% in Irvine. Under Prop 13, assessed value is based on the purchase price and rises at most 2% per year.
  • Special assessments: Mello-Roos, municipal bonds, sewer charges, and other fees. These are usually relatively fixed amounts that do not increase with home prices.

3Why Higher Prices Mean a Lower Effective Rate

A simplified example: a home in Irvine's Great Park bought for $1 million might have about $10,000 in base tax and about $10,000 in special assessments — about $20,000, or "2%."

If similar homes now sell for $2 million, the base tax is about $20,000 while special assessments remain about $10,000, totaling about $30,000 — an effective rate of about 1.5%.

A single percentage is misleading. Look at the two parts separately.

4How to Check Before You Buy

When estimating carrying costs, look at both parts. For a $4 million home, "1.5%" suggests $60,000, but the actual bill may be about $40,000 in base tax plus about $10,000 in special assessments — about $50,000.

Orange County property tax details, including Mello-Roos and other special assessments, are publicly available on the OC Treasurer-Tax Collector's website. Special assessments vary widely by community, from a few thousand to over ten thousand dollars a year, so check each property.

5In National Context

High or low is relative. California property taxes are moderate to low nationally; effective rates in New York, Texas, and many other states are higher.

FAQ

Q:What is the property tax rate in Irvine?

It combines a base tax of a little over 1% of assessed value with relatively fixed special assessments. Effective rates vary by price and community, commonly around 1.2%–2%. Verify for each home.

Q:Does Mello-Roos increase with home prices?

Usually not. Mello-Roos and other special assessments are generally fixed amounts; check the tax bill and district terms.

Q:Where can I look up Orange County property taxes?

On the OC Treasurer-Tax Collector website, searchable by address or APN.
