Q:Mello-Roos

The Cost of Owning a Home in Irvine, and Whether to Buy or Rent

Holding Costs · Irvine

There is no single number for what it costs to own a home. But broken down, every item can be checked in advance.

Key Takeaways

  • Base property tax is about 1% of the purchase price, and Proposition 13 caps annual increases in assessed value at 2%, so long-term owners benefit.
  • Special assessments vary by community; newer areas often have Mello-Roos and 1915 Act bonds. Look up any address on the Orange County tax website.
  • Lenders require homeowners insurance, based on rebuild cost rather than price including land. Earthquake insurance is separate and carries high deductibles.
  • Roughly, older neighborhoods without special taxes run about 1.2% to 1.3% of value per year; newer ones can reach 1.8% to 2%. Always verify by address.

11. Base Property Tax

Irvine's base property tax is about 1%, calculated on the purchase price. Each sale resets the assessed value. While you own, even if prices soar, the assessed value can rise no more than 2% per year (Proposition 13). The longer you own in California, the more you benefit on taxes.

22. Special Assessments

Special assessments are more complex. The two largest are usually Mello-Roos and 1915 Act bonds. Both repay bonds issued for schools, roads, and public facilities in developing areas, are shared by homes in the district, and usually have end dates.

Property taxes are public. Enter an address on the Orange County tax website to see that home's bill, including the two installments and each special assessment.

33. Homeowners and Earthquake Insurance

Cash buyers can skip homeowners insurance, but lenders require it, covering at least fire. Coverage is based on the cost to rebuild the structure, not the price including land. Some policies add coverage for water damage or theft, depending on the insurer.

Earthquake insurance in California is purchased separately. Costs vary by area and home, and deductibles typically range from 5% to 25% of coverage, so claims usually pay only for severe damage. Whether to buy depends on your risk tolerance.

44. HOA Dues

Not every home has HOA dues; some older Irvine neighborhoods without gates or shared amenities have none. The general rule: the more you maintain yourself, the lower the dues.

  • Detached homes: owners maintain yards, roofs, and exteriors, so dues are lower.
  • Townhomes: the association handles landscaping and some exterior upkeep, so dues are higher.
  • Elevator condos: elevators, lobbies, and garages mean the highest dues.

55. Maintenance and Home Warranties

Gardening, pool service, and repairs vary widely. A home warranty can cover appliances and systems such as the refrigerator, washer, and oven; when something fails, a contracted company comes out and the owner pays only a per-visit service fee.

Adding it all up, older neighborhoods without special taxes run roughly 1.2% to 1.3% of value per year, while newer areas with Mello-Roos and higher dues may reach 1.8% to 2%. Check the actual tax bill and HOA dues for each address.

No single number fits every home, but every item can be checked in advance.

6Is It Better to Buy or Rent?

Renters pay rent and utilities. Owners pay holding costs, and with a mortgage, interest. Principal is effectively savings; interest is the real cost.

On taxes, mortgage interest and property taxes on a primary home may be itemized within limits, and rental expenses can offset rental income. Rules and limits change, so consult a CPA.

The deciding factor is time. For two or three years, renting is usually cheaper: appreciation is limited and selling carries commissions and other costs. Over five, ten, or more years, buying often comes out ahead as the home may appreciate and you avoid rent. Prices can fall as well as rise, and no investment is guaranteed.

FAQ

Q:How do I look up a home's property tax?

Search the address on the Orange County tax website to see the current bill and special assessments. A new buyer's assessed value resets to the purchase price.

Q:Does Mello-Roos last forever?

Usually it has an end date that varies by community. Check the tax bill and disclosures.

Q:Is earthquake insurance worth it?

It depends on the home's construction, location, and your risk tolerance. Ask an insurance broker about premiums and deductibles.
