The 2021 tour observations remain historical. Required permits generally precede work; final approval follows inspection. RPV guidance is jurisdiction-specific. Ordinary additions and ADUs/JADUs require separate eligibility review; a legalization pathway is not automatic approval.

  • Palos Verdes(PV)

Can You Freely Add On to an Older Home in the US? Permits, Explained on a Palos Verdes Home Tour

US Real Estate 101 · Buying Guide

Because US homes are owned in fee simple, many people assume they can change anything after buying. In reality, additions and remodels must follow local rules and require permits, and some areas strictly limit building height.

Key Takeaways

  • The Palos Verdes (PV) Peninsula, in the southwest corner of Los Angeles, is known for ocean views, good schools, and safety; its drawback is limited road access.
  • Some view areas restrict adding height to protect neighbors' views, so check whether an addition is possible before you buy.
  • Unpermitted work may affect safety, financing, valuation and disclosure. Tax records, permits and measured area are distinct evidence, not a single test of legality or price.
  • Confirm planning and building approvals, obtain required permits before work, complete staged inspections and final approval, then verify applicable record closure separately.
  • For renovation investors, an architect who knows local rules can reduce revisions and save time.

1Height Limits on View Homes

The first home we toured on the PV Peninsula is a large single-story on a big lot with excellent ocean views. The older home has been fully renovated, including a garage conversion. One notable feature is its relatively low ceiling height.

That is because other homes sit behind it. Adding height or a second story could block the neighbors' ocean views, so areas like this often limit building height to share views fairly. Whether you can add on, and by how much, depends on the city and community rules.

Owning a home outright does not mean you can remodel freely. Before buying a view home, learn what you can and cannot change.

2The Problem With Unpermitted Additions

The second home has a very large yard, and the owner had already started the approval process for a full renovation. But one bedroom was added without a permit, with its own side entrance and no connection to the main house.

Check permit and final records, assessor data, measured area and actual use separately. Investigate discrepancies and disclose accurately; an assessor record does not itself establish permitted construction, and recorded area is not the sole basis for pricing.

After-the-fact approval may require investigation, inspection or correction. Certain older California ADUs/JADUs have a legalization pathway, subject to eligibility and health/safety requirements; this is not an exemption for every addition.

3How the Permit Process Works

  • Hire an architect: have plans drawn for the addition or remodel you want.
  • Submit to the city: the city reviews the plans against the building code, covering items such as ceiling heights, bathroom layout, and electrical and plumbing, and requests changes if needed.
  • Build to plan with inspections: city inspectors visit during construction to confirm the work matches the plans.
  • Complete final approval and verify records: required construction permits generally precede work; final approval follows applicable inspections. Issuance and final approval are distinct, and assessor or other records may require separate follow-up. Added value is not guaranteed.

If you are buying an older home to renovate and resell, time is money. An experienced architect who knows local requirements is more likely to get plans approved the first time, with less back-and-forth.

4Pros and Cons of the PV Peninsula

PV offers beautiful scenery, good schools, and safety, with the best views along the coast and near the golf courses. The main drawback is access: only a few winding roads lead in and out, unlike the extensive freeway network around Irvine or Newport Beach.

It is a bit like Laguna Beach in Orange County: equally beautiful, but reached mainly by a few roads, which can be inconvenient in traffic. That is part of why areas with different overall conditions are priced differently. When evaluating an area, weigh the pros and cons together.

FAQ

Q:Since US homes are owned outright, can I add on freely?

No. Additions and remodels must follow the local building code and require permits, and some view areas also have height limits. Confirm feasibility with the city or a professional before buying.

Q:What if I buy a home with an unpermitted addition?

Check permits, finals, actual use, area sources and relevant lending, appraisal and disclosure requirements. Ask the building authority about correction; qualifying older ADUs/JADUs may have a special route, but approval is not guaranteed.

Q:What are the basic steps to get a permit?

Confirm planning/building requirements, obtain necessary permits before work, then complete staged inspections and final approval. Design professionals, record closure and other approvals depend on the project and authority.
