The original practical reminder is retained. An assessment notice is not a payment bill; multiple bills or a refund may occur. Verify the parcel, installments and payment status independently through the county. Orange County supplemental bills generally are not automatically paid through mortgage impounds.

After closing, distinguish advertising, official notices and bills. Independently verify a supplemental bill, parcel and payment status through the county before acting; appearance alone is not proof.

Key Takeaways

  • Many post-closing letters are solicitations, such as offers to sell you a copy of your grant deed; you can usually ignore them.
  • A supplemental tax bill is an official county bill and must be paid.
  • The 2% figure generally limits base-year inflation adjustments, not the whole bill. Reassessable ownership changes and completed new construction may trigger valuation; price is not automatically assessed market value.
  • The supplemental tax covers the difference between the new and prior assessed values, prorated for the remainder of the year.
  • Unpaid bills can incur late penalties and may affect the property title.

1Letters You Can Usually Ignore

After closing, you may receive letters that look official but are really solicitations:

  • Grant deed copies: some letters offer to sell you a copy of your grant deed for around $100. Escrow or the title company typically mails you the deed after closing, so there is no need to pay.
  • Mortgage protection insurance: offers to pay off your mortgage if you pass away. Consider them if you wish, but they are not required.

2The One You Must Not Ignore

Many buyers paid or prorated the year's property taxes at closing, so they are surprised to receive another tax bill. The amount is neither 1% of the purchase price nor a Mello-Roos special tax — it looks odd. This is the supplemental tax bill.

Do not ignore genuine official notices. A Notice of Supplemental Assessment from the assessor differs from a payment bill issued by the tax collector.

3Why Supplemental Taxes Exist

Base-year adjustments and the full tax bill are different. The assessor values relevant ownership changes or completed new construction for supplemental assessment; sales are not the only triggering events.

The video’s $1.5 million prior assessment and $3.5 million sale are a simplified illustration. The assessor’s market valuation, applicable exclusions and assessment events control; price is not automatically the new assessed value.

Supplemental assessments generally begin the month after the event and are separate from annual bills. One or two bills may result, or a refund if the new value is lower. Do not offset an unpaid annual bill with an expected refund.

4What Happens If You Do Not Pay

Verify parcel, installments, deadlines and payment status independently with the county. Orange County says supplemental bills are generally not covered by impound accounts or copied to the lender. Arrange payment rather than assuming automatic coverage, and do not assume a dispute suspends deadlines.

FAQ

Q:Is it normal to get a supplemental tax bill after buying?

It can be normal after a reassessable ownership change or completed construction. A bill or refund may result; distinguish assessment notices from payment bills and verify with the county.

Q:Do I have to pay the supplemental tax bill?

Pay a verified, valid and unpaid bill by its deadlines. Check the parcel, installment and payment status. An impound account does not guarantee coverage; Orange County supplemental taxes generally require separate owner arrangements.

Q:Do I need to buy a copy of my grant deed?

Usually not. Escrow or the title company typically mails it to you after closing.
